AEP Reminders: Enroll in Ascend Today!

The 2023 Annual Enrollment Period (AEP) is coming to an end. We want to ensure you are getting the most from the Ascend Enrollment Platform. Using Ascend provides many advantages, including the ability to compare 2023 plans side-by-side, view benefit details, search for providers, pharmacies, drugs, and send Quick Quotes!

In the last few days of AEP, be sure to check the following:

  • Resend your quick quotes to those potential enrollees. Please reference Ascend QuickQuote for additional details.
  • Review your Send for Signature applications in your Ascend portal for those that have not yet been completed. Reach out for reminders to complete their applications or resend the application for completion. Please reference Ascend Send for Signature App for additional details.
  • Complete any partial applications.

SEP for Individuals Affected by a Disaster or Emergency

Who qualifies for this SEP?

Effective January 1, 2021, an SEP exists for individuals affected by a disaster or other emergency declared by a Federal, State, or Local government entity who were unable to, and did not make an election during another valid election period. This includes both enrollment and disenrollment elections.

Individuals are eligible for this SEP if they:

  • Reside, or resided at the start of the SEP eligibility period, in an area for which a federal, state or local government entity has declared a disaster or other emergency or they do not reside in an affected area but rely on help making healthcare decisions from one or more individuals who reside in an affected area; and
  • Were eligible for another election period at the time of the SEP eligibility period; and
  • Did not make an election during that other valid election period due to the disaster or other emergency.

The SEP starts as of the date the declaration is made, the incident start date or, if different, the start date identified in the declaration, whichever is earlier. The SEP ends two (2) full calendar months following the end date identified in the declaration or, if different, the date the end of the incident is announced, whichever is later.

What Does This Mean to Agents?

If an individual wants to enroll and believes they may qualify for this SEP, agents should:

  • Ask the beneficiary if they can show proof that they lived/live in an impacted area at the start of the SEP eligibility period.
  • If they do not have proof, ask them to verbally attest.
  • Confirm that they had another election period available during the time of the incident period.
  • Confirm that the beneficiary lived in a county that has been declared an emergency or major disaster or relies on help making healthcare decisions from friends or family members who lived/live in the affected areas.
  • Once eligibility has been verified, proceed with the application.
  • On applications, use election code SEP DST.

Enrollments made pursuant to this SEP are effective the first of the month following the receipt of the enrollment request. For enrollment requests where more than one enrollment effective date is possible, agents will need to determine the applicant’s desired effective date.  

This SEP should never be used as a marketing tool to promote MA or PDP sales.  Agents should not be actively marketing this SEP, but rather, be aware that it is available in case they are approached by someone who believes they have missed an election period due to a weather-related incident.

Changes from Previous Communication:

  • New or Amended declarations appear in ORANGE.
  • NOTICE – CMS has clarified its position on using SEP-DST for COVID-19.  Disaster and/or Emergency declarations issued prior to 1/1/2021, including the ongoing COVID-19 Public Health Emergency (and any subsequent extension and renewals, even if extended after January 1, 2021) do not serve as a basis for eligibility for the new disaster SEP.  Individuals impacted by COVID-19, who were unable to change plans while they were eligible for an election period, currently have access, on a case by-case basis, to the SEP for Exceptional Circumstances, and may call 1-800-MEDICARE to make that request. Agents should not apply SEP-DST for COVID-19 impacts and should refer affected beneficiaries to CMS.
  • NOTICE – The Humana Office of Government Affairs has determined that Monkeypox declarations made in several states do not meet the threshold for inclusion in this list.

You can trust that we will protect your interests and not create barriers when offering Wellcare Medicare Advantage Plans (MAPD or MA) and Prescription Drug Plans (PDP). You can have confidence that when you speak, we listen. Our Agent of Record Promise (AOR) commitment recognizes that you work hard, deserve the commissions you earn, and we promise to protect your commissions for members you have enrolled.

Agent of Record Promise:

You can rest assured, when an existing client makes a plan change by calling Wellcare directly, your AOR status will remain unchanged. This means, you will remain the AOR and continue to receive renewal commissions on plan changes. This even applies to plan changes from PDP to MAPD, where applicable. The Agent of Record Promise benefits your book of business year-round.

The Agent of Record Promise Applies to:

  • Active Certified, 1099 contracted agents at the time of the member’s plan change.
  • All current and future Wellcare MA, MAPD, or PDP members in your book of business.
  • Plan changes facilitated through external, Wellcare appointed call center agent/agency.

Examples of the AOR remaining the same and renewal commissions will be paid for the new plan as long as the member remains active:

  1. An existing member calls Wellcare directly and changes from a MAPD plan to a different MAPD plan
  2. An existing member calls Wellcare directly and changes from a PDP plan to a different PDP plan
  3. An existing member calls Wellcare directly and changes from a PDP plan to a MAPD plan
  4. A Wellcare appointed call center calls a member to facilitate a plan change that benefits the member
  5. A Wellcare appointed call center calls a member who is impacted by a service area or benefit reduction, and they select a new plan

The Agent of Record Promise does NOT Apply to:

  • Another Active Certified, 1099 contracted agent facilitates a plan change.

Examples of the AOR NOT remaining the same and renewal commissions will be paid to the new AOR for the new plan as long as the member remains active:

  1. An existing member changes from a MAPD plan to a different MAPD plan facilitated by another active certified 1099 contracted agent.
  2. An existing member changes from a PDP plan to a different PDP plan facilitated by another active certified 1099 contracted agent.
  3. An existing member changes from a PDP plan to a MAPD plan facilitated by another active certified 1099 contracted agent.

Effective December 5, 2022, Sons of Norway will no longer accept new applications for the Guaranteed Issue Whole Life (GIWL) product.

This decision was not taken lightly as we pride ourselves in offering solutions to ALL of our members; however, the results of recent studies indicated that the performance of this product was not hitting the target for the organization’s long-term success.
 
As such, immediate action is needed to curtail this risk, and while it pains us to limit our product availability, we appreciate your understanding as we make this change and continue to develop offerings to ensure our members, and you, our trusted agent partners are best served now and in the future. 

What does this mean?

  • As of 12/5/22, Guaranteed Issue (GIWL) will no longer be available for sale to new applicants.
  • This does not impact policies that are currently in force.
  • This change ONLY applies to Guaranteed Issue (GIWL) and does not affect any other products in Sons of Norway’s product lineup.

What does this mean to applications in flight?

  • Any applications in-process need to be received, in good order, by close of business (5 PM CT) on December 2nd regardless of when they are scheduled to be issued.
    • For example: If an application is received on 12/2 with a draft/issue date of 12/12, it will be processed as requested.
