FAQ Document Developed to Provide Additional Guidance on the Final Rule

Following the release of the 2024 Final Rule by The Centers for Medicare and Medicaid Services (CMS), we developed a frequently asked questions (FAQ) document to provide additional guidance to brokers.

As a Medicare broker, it is important to understand CMS guidelines to ensure you stay in compliance. Please take some time to carefully review our FAQ document.

The FAQ document includes important information on the following topics:

  • Scope of Appointment (SOA) & Business Reply Card (BRC)
  • Marketing and educational events
  • Pre-Enrollment Checklist (PECL)
  • Telephonic recordings
  • Medicare image, marketing materials & Third-Party Marketing Organizations (TPMO) disclaimers

The new submission tools will make facilitating HRAs easier than ever before.

Our Value Based Enrollment (VBE) initiative continues to be a successful and well-received program among our Cigna Healthcare agents.

As part of this program, you can earn $75 or $125 (depending on the plan) for facilitating Health Risk Assessments (HRAs) with your eligible customers, which means more money in your pocket!

New ways to submit HRAs

We’ve heard your feedback and have worked to make HRA facilitation easier and faster than before.

As of October 1, 2023, you will be able to access our HRA in the following locations:

  • SunFire or ConnectureDRX: HRA embedded in each program for agents that are fully integrated into the respective vendor platform.
  • CignaforBrokers: For non-SunFire users and/or non-ConnectureDRX agency partners – Use single sign-on to access the SunFire HRA via the “Health Risk Assessment” link in the Tools section.
  • eEnrollment: HRA embedded at the end of the customer enrollment process. Access by clicking the “Cigna HRA Survey Tool” button on the enrollment Submission Confirmation screen.

Current HRA tool – Icario

You can continue to use the Icario tool to facilitate HRAs with your customers until December 31, 2023. After this date, Icario will no longer be available to facilitate HRAs, but you will be able to use the new tools listed above – SunFire and ConnectureDRX.

Prerequisites and requirements

To be authorized to facilitate the VBE HRA, you must:

  • Complete VBE HRA training via Producers’ University. (VBE HRA training is no longer a separate or standalone course– we have embedded the content as a downloadable PDF in Our Compliance Program.)
  • Qualify as ‘Ready to Sell’ to complete the enrollment application with the customer.

After you complete the VBE HRA training, you will receive access to our electronic HRA within 24-72 hours (if you are ‘Ready to Sell’).

Deadlines to submit HRAs

You must facilitate the HRA with the customer and submit the completed HRA in the portal, within ten (10) calendar days of the customer’s application sign date, in order to ensure a positive customer experience.

As a best practice, you should obtain the HRA immediately after completing the customer’s application for enrollment. Otherwise, we recommend confirming your next appointment with the customer with the date and time details, prior to making the next outreach.

You’ll have until December 22, 2023, to submit the HRA for any customer applications taken from October 1 – December 7, 2023.

Calling all brokers participating in our Medicare Retail Program! We have some exciting news to share. Cigna Healthcare and Walgreens have teamed up to bring you Seniors Day just in time for AEP. Mark your calendars for Tuesday, October 3, 2023, and get ready to make some meaningful connections in your community.

As a broker, this is a fantastic opportunity to represent Cigna Healthcare at a designated Walgreens store, develop relationships with potential members, and generate leads.

Seniors Day is an ongoing campaign at Walgreens, so many senior customers are expected to take advantage of the benefits. Walgreens will also be promoting the event to my Walgreens members and offering discounts to customers to use online or in-store as an incentive.

How to reserve a store for Seniors Day:

If you’re participating in our Retail Program and would like to reserve your Walgreens store for this event, please follow the steps below by September 27, 2023.

  1. Log into Producers’ University.
  2. Open the Seniors Day Sign-Up Template. You can also find the template by navigating to the Resource Center, then selecting Retail Events > Guidelines from Retailers > Walgreens Seniors Day Event Dataloader.
  3. Fill out the fields in the template accordingly.
  4. Note: The green fields in the spreadsheet are prepopulated. Please do not alter these fields.
  5. Email the completed spreadsheet to our Retail team at EventSolutions@cignahealthcare.com

*Please note that all normal retail event processes and procedures must, as always, be followed.

Retail Program for AEP 2024

Our Medicare Retail Program provides brokers with the unique opportunity of meeting customers face-to-face at participating Walgreens stores. It’s a great way to generate new leads and build your book of business.

Log in to Producers’ University to view the list of this year’s participating stores. You can also find the list by visiting the Resource Center, selecting Retail Events > Guidelines for Retailers > Cigna Approved AEP Walgreens Stores.

If you haven’t already done so, make sure you complete our 2024 Certification by September 1, 2023, so you don’t miss out on this opportunity for reimbursement!

Did you know that you can get reimbursed for your 2024 Cigna Healthcare Medicare Certification?*

Here’s what you need to do to qualify for reimbursement:

  • Complete our 2024 Certification by September 1, 2023.
  • Sell at least six (6) fourth (4th) quarter 2023 or January 1, 2024, MAPD plans (Prescription drug plans do not apply).
  • Fourth-quarter sales must be effective October 1, November 1, or December 1, 2023.
  • All enrollments must be in good standing and active.

Qualified agents who meet the requirements listed above will be eligible for reimbursement as outlined below:

  1. AHIP ($125 reimbursement): Login (ahipmedicaretraining.com)
  2. Pinpoint Global ($99.95 reimbursement): National Medicare Training | Medicare Certification (medicareonlinecertification.com)

Update to our Disaster Election Period Application Process

Good news! We heard your feedback and have simplified our Disaster Election Period Application process.

Two key updates:

  1. The date of the disaster is no longer required on any DST applications.
  2. The missed election period is not required on mostapplications. See clarification below.

Keep in mind: Some missed election periods will still require you to input the missed election period AND the date of the missed election period on the application. Some examples include MOV (moving) or LEC (losing group coverage). The application will contain an “open” date field next to the SEP selections that still require a date to help you know when it is required.

Please read below for important application instructions.

For all applications, ensure that the following fields are completed:

  • Select “SEP” in the Select Enrollment Period field.
  • Enter code “DST” in the SEP Code field.
  • If applicable, enter the date that applies for the missed election period. For example, a date is needed only if the missed SEP already required a date, such as moving, losing group coverage, losing or gaining Medicaid, etc. If the missed SEP or election period does not require a date on the application, the missed election period is not required. However, adding it on the application will expedite our review process. (i.e., AEP, OEP, LIS, MDE).

DST is not a stand-alone election period. For questions about DST eligibility, please review our Election Period grid, found in the Resource Center of Producers’ University.
